Overall Policy Objectives: 
A sub-policy of the National Energy Policy. The main objective is to achieve a modern, efficient, diversified and environmentally sustainable biofuels sector that contributes to Jamaica’s long-term energy security and socio-economic development. The policy comprises a Strategic Framework setting out short-, medium- and long- term strategies and actions for policy implementation and an Institutional Framework describing the roles and responsibilities of the various stakeholders. The goals of the Strategic Framework are: Conducive economic, infrastructural and planning conditions for sustainable development of the biofuels sector, with effective inter-sectoral collaboration; Adoption of innovative and clean technologies for secure biofuel local and national supply and distribution; Implementation of governance, institutional, legal and regulatory framework for the development of the biofuels sector; Capacity building for the local development, deployment, management and use of biofuels. The focus for biofuels is on bioethanol and biodiesel, as well as development of ethanol and bagasse fuels in concertation with and in support of the sugar industry.
